An Lac Ward Accelerates Digital Transformation and Sustainable Urban Development

With its strategic location at the western gateway of Ho Chi Minh City, An Lac Ward is expected to become a nucleus for service, logistics, and green urban development. For the 2025–2030 term, the ward's Party Committee has set its sights on breakthroughs in digital transformation, infrastructure investment, and improving residents’ quality of life.

On August 16, the Party Committee of An Lac Ward (Ho Chi Minh City) held its 1st Party Congress for the 2025–2030 term, with Mr. Nguyen Thanh Nghi, Standing Deputy Secretary of the Ho Chi Minh City Party Committee, in attendance and delivering a keynote address.

The congress elected a 33-member Executive Committee of the An Lac Ward Party Committee. Mr. Le Truong Hai Hieu was entrusted with the position of Secretary of the Party Committee and Chairman of the An Lac Ward People’s Council. He previously held various key leadership roles, including Head of the Economic and Budget Committee of the HCMC People’s Council, Chairman of the People’s Committee of District 12, Standing Deputy Secretary of the District 1 Party Committee, and Vice Chairman of the District 1 People’s Committee.

Secretary Le Truong Hai Hieu stated that in the new term, the ward will prioritize accelerating digital transformation, building a digital government and smart urban infrastructure, and integrating advanced IT applications in governance and management to enhance service quality while reducing time and costs for citizens and businesses.

“Citizen and business satisfaction will be the benchmark for evaluating government performance,” Mr. Hieu emphasized.

According to the Congress Resolution, from 2025 to 2030, An Lac Ward will pursue 30 key development targets, including major projects such as the construction of a nearly 3.7-hectare landscaped park with a regulating lake, and the development of 186 new classrooms at six schools (one preschool, three primary schools, and two secondary schools).

In his directive speech, Mr. Nguyen Thanh Nghi praised the ward’s recent achievements and emphasized that Ho Chi Minh City is entering a transformative development phase—aiming to become a modern, smart, creative international mega-city and a leading center for economics, culture, arts, sports, and entertainment.

As part of the city’s multi-polar, multi-centric development plan, the western area is designated as a new growth pole for services, logistics, supporting industries, and green urban development. Strategically located with access to multiple arterial transport routes, An Lac Ward plays a crucial role in linking Ho Chi Minh City with the Mekong Delta, serving as a vital driver of regional socio-economic growth.

Mr. Nguyen Thanh Nghi urged An Lac Ward to leverage its gateway advantages to develop service sectors and become a logistics hub. He called for innovation in administration under the guiding principle of “integrity – action – service”, and for the ward to create favorable conditions for the development of the private sector and small businesses. He also stressed the need to mobilize all resources to invest in both technical and social infrastructure, urban renovation, transportation upgrades, green spaces, flood-control regulating lakes, and a synchronized public lighting system.

Furthermore, he emphasized the importance of a comprehensive digital transformation, suggesting that digital outcomes should be used as a key performance indicator for both collectives and individuals. The ward should build a team of capable, responsible, tech-savvy officials grounded in practical realities to meet the demands of the new development phase.
