An Lac Ward Aspires to Become a Civilized, Modern, and Compassionate Urban Center

On August 16, 2025, the Party Committee of An Lac Ward successfully held its 1st Party Congress for the 2025–2030 term. The congress was themed: “Building a clean, strong, and comprehensive Party and political system; closely connected to the people; developing and protecting the ward towards a civilized, modern, and compassionate urban area.”

An Lac Ward was officially established under Resolution No. 1685/NQ-UBTVQH15 on June 16, 2025, through the merger of the former An Lac, An Lac A, and Binh Tri Dong B wards in the old Binh Tan District. The newly formed ward spans 10.472 square kilometers and is home to 172,134 residents. Located at the western gateway of Ho Chi Minh City, An Lac sits at the intersection of key transportation routes, playing a vital role in linking the city with the Mekong Delta and serving as a driving force for socioeconomic growth in the western area.

Addressing the congress, Nguyen Thanh Nghi, Member of the Party Central Committee and Standing Deputy Secretary of the Ho Chi Minh City Party Committee, emphasized:
"An Lac Ward must position itself within Ho Chi Minh City’s multi-polar, multi-centric development strategy, leveraging its gateway advantage to become a hub for logistics, services, and a green, smart urban center."

He urged the local Party Committee to innovate its leadership approach, adopt information technology, and develop a team of qualified and ethical officials. He also called for unity and the mobilization of all societal resources, especially from the private sector and small businesses, to fully unlock the ward’s potential.

A Solid Foundation for Sustainable Development

During the 2020–2025 term, the Party Committees of the former An Lac, An Lac A, and Binh Tri Dong B wards achieved notable results. Economically, the combined ward maintained stable growth with total budget revenue reaching VND 842.54 billion. The retail and distribution network expanded significantly with 64 convenience stores, one shopping mall, seven supermarkets, and seven traditional markets—meeting consumer demand while boosting e-commerce and the digital economy.

In terms of urban infrastructure, the ward invested in three parks covering a total area of 3.45 hectares, three flood-control pumping stations, and achieved 100% clean water access for households. Urban management saw improvements with the installation of 1,408 environmental monitoring cameras, helping to reduce littering and road encroachment. Civic campaigns like “15 minutes for a clean and civilized city” and “Residents do not litter streets and canals” fostered a sense of public responsibility, earning the ward recognition as a “Clean, Green, and Environmentally Friendly Ward.”

Social and cultural development also saw positive strides. The ward successfully eliminated multidimensional poverty two years ahead of schedule (by 2023), increased the rate of residents engaging in regular physical activity to over 35%, and recognized 805 examples of outstanding citizens and deeds. In education, five out of 21 schools met national standards, and 100% of school-aged children were enrolled. The local healthcare system was reinforced with 26 hospital beds and 14.5 doctors per 10,000 residents, ensuring effective primary care.

In Party-building, the ward now counts 3,262 Party members, with 98.57% of Party cells meeting or exceeding performance expectations. Oversight and discipline were strengthened, including the firm handling of one corruption case and resolution of two hotspot incidents, contributing to a clean and resilient political system. The “Skillful Mass Mobilization” campaigns generated 516 community projects and highlighted 412 exemplary individuals, strengthening public trust in local governance.

Despite these achievements, shortcomings remain—urban management has not been fully effective, and issues such as street encroachment and littering persist. These limitations have become valuable lessons guiding the Party Committee’s more decisive strategies in the new term.

Vision for a Civilized, Modern, and Compassionate An Lac Ward

The 1st Party Congress for the 2025–2030 term set forth a vision to transform An Lac Ward into a civilized, modern, and compassionate urban area, backed by 30 specific targets. Economically, the ward aims for an average annual growth rate of 10.8% in total product value, a 5% annual increase in budget revenue, and a business density of over 25 enterprises per 1,000 residents by 2030. Key development projects, including a 3.67-hectare regulating lake park and the construction of 186 new classrooms across six schools (one preschool, three primary, and two secondary schools), will be rolled out between 2026 and 2029, promising improvements in living conditions and education quality.

In culture and society, the ward targets 90% of neighborhoods and 97% of households achieving cultural standards, with 99% of students graduating from lower secondary school and 95% from upper secondary school. Health coverage is expected to reach 98% of the population, while multidimensional poverty will be kept below 0.5% by 2030.

On the environmental front, the ward commits to providing 100% of residents with clean water, collecting and treating 100% of solid and medical waste, and planting at least 1,000 new trees annually.

Digital transformation is identified as a breakthrough area. Goals include 100% of public services reaching level 4 online accessibility, automation of 50% of internal administrative processes, and full digital proficiency among civil servants. Big Data and AI will be applied in urban management, security monitoring, and traffic regulation. Citizen satisfaction will be surveyed regularly, with the goal of exceeding a 95% approval rate—used as a key performance indicator.

In national defense and public security, the ward pledges to fulfill military conscription quotas, reduce crime and traffic accidents, and prevent serious fires or explosions. The local security camera system in high-risk areas will be integrated with police networks to enhance crime prevention capabilities.

At the conclusion of the congress, the newly elected Executive Committee of the An Lac Ward Party Committee for the 2025–2030 term was introduced, consisting of 33 members. Mr. Le Truong Hai Hieu was elected as Secretary of the Party Committee, Ms. Nguyen Thi Kim Huong as Standing Deputy Secretary, and Mr. Nguyen Quoc Khanh as Deputy Secretary and Chairman of the People’s Committee.
