Nguyen Thanh Nghi: An Lac Ward as a Growth Engine for Ho Chi Minh City’s Western Region

Mr. Nguyen Thanh Nghi, Standing Deputy Secretary of the Ho Chi Minh City Party Committee, affirmed that with its strategic location, An Lac Ward has become one of the key drivers of socio-economic growth in the western region of the city.
On the morning of August 16, the Party Committee of An Lac Ward, Ho Chi Minh City, convened its 1st Party Congress for the 2025–2030 term, with Mr. Nguyen Thanh Nghi in attendance and delivering a keynote speech.

In his address, Mr. Nguyen Thanh Nghi noted that An Lac Ward, newly formed from the merger of three former wards in Binh Tan District, now operates under the two-tier local government model. This restructuring aims to bring governance closer to the people and improve public service delivery.

“The establishment of An Lac Ward is a vital component of Ho Chi Minh City’s urban spatial restructuring strategy post-merger, paving the way for the city to affirm its role as a modern, green, creative, and smart international megacity,” said Mr. Nghi.
While commending the ward’s achievements during the 2020–2025 term, Mr. Nghi emphasized that the city, after restructuring, is developing a multi-polar, multi-centered urban framework—positioning the western area as a new growth hub for services, logistics, supporting industries, and green, modern urban development. Therefore, An Lac must actively align with this broader strategic vision.
Strategically located at the western gateway of Ho Chi Minh City—intersected by major transport routes such as Le Duc Anh, Kinh Duong Vuong, Vo Van Kiet, and Ring Road 2—An Lac plays a crucial role in connecting the city to the Mekong Delta. The ward serves as a logistics and service transfer hub, as well as a developing urban space with modern residential areas, high-quality services, and synchronized technical and social infrastructure.
“This location enables An Lac to become a key driver of socio-economic growth in the western region and a ‘gateway’ through which Ho Chi Minh City’s influence can spread in the new development phase,” Mr. Nghi asserted.
Mr. Nghi emphasized that the ward must go beyond its internal development potential and actively integrate with regional strategies. By leveraging its gateway position, An Lac can establish itself as a central node for goods and service transit connecting Ho Chi Minh City with the Mekong provinces. At the same time, the ward should lead in applying digital technology to urban management, public service delivery, and digital economy development.
A Spirit of Boldness for the Public Good
Looking ahead, Mr. Nguyen Thanh Nghi called on An Lac Ward to align all activities with the goals of economic growth and improving residents’ livelihoods. He stressed the need for a shift in mindset and governance methods under the guiding principle of “integrity – action – service.”

He also urged the ward to focus on sustainable urban development, promoting high-value service and commercial sectors, maximizing its gateway advantages, and creating favorable conditions for private businesses and small enterprises to flourish. Investment should be channeled into inter-regional transport infrastructure, flood-control lakes, green spaces, and modern public utilities.
Given its dense population, rapid urbanization, and proximity to multiple wards, An Lac must treat political security and public order as ongoing, critical priorities.
In terms of Party-building, Mr. Nghi stressed the need to develop a high-quality cadre to meet the demands of the new context.
“Officials must be virtuous, capable, and fully committed to public service—willing to act boldly for the common good and ready to fulfill the tasks assigned by the Party and the State in this new era,” he said.
To effectively operate the two-tier local government model, An Lac Ward must accelerate comprehensive digital transformation, using measurable digital outcomes from each agency and department as key performance indicators for evaluating both collectives and individuals.
He also called on the ward’s government to proactively overcome challenges, make greater efforts in task execution, shift decisively from a “governing administration” to a “serving administration,” and fully implement the decentralization and delegation mechanisms.

Mr. Nguyen Thanh Nghi concluded by recognizing the many opportunities and advantages awaiting An Lac Ward in the new term—alongside significant challenges. Still, he expressed confidence that, with its revolutionary tradition, dynamic and united spirit, creative and action-oriented mindset, and inherent strengths, the ward will seize the moment, overcome obstacles, and develop quickly and sustainably—becoming a bright spot at the city’s western gateway and contributing actively to Ho Chi Minh City’s overall goals.
Eliminating “Equal Rewards for Unequal Efforts”
For the 2025–2030 term, the An Lac Ward Party Committee has introduced several measures to enhance the quality of its civil service and workforce.
The ward will review and streamline its staff to ensure personnel are qualified, competent, and aligned with the responsibilities at hand. Emphasis will be placed on professional training, political theory education, and skill development in management and public service.
Simultaneously, the ward will implement a systematic personnel planning process linked to training, development, and utilization—giving priority to young officials, women, and highly capable, dedicated individuals. A KPI-based performance evaluation system will be adopted, with assessment results tied to awards, promotions, and rotations. This aims to incentivize excellence and eliminate the mindset of “doing more or doing less—treated the same.”
